当前我国国民素质在一定程度上已不适应我国社会主义现代化发展的需要。然而,现代市场经济体系的建立,民主政治体制的完善,信息化时代和全球化时代来临等社会变迁使中国的社会发展和社会转型处于一个十分关键的时期,它要求传统文化的转型和人自身的现代化。因此,在全国大力开展公民教育就显得尤为重要。

At present,the national quality cannot meet the needs of the development of socialist modernization in China to some degree,especially with the establishment of modern market economic system,the perfection of democratic politic system,the oncoming of information and globalization era. China is now in a key period of the social development and transformation. The new era calls for the transformation of the traditional culture and the modernization of human themselves. Therefore,it is very important to embark on civic education in China.
