摘要
该文通过对天然林资源保护工程、退耕还林还草工程及“三北”防护林体系建设工程资金拨付渠道的现状分析 ,揭示了目前资金拨付存在的问题。同时 ,该文结合国家财政国库管理体制的改革 ,提出了林业资金拨付新途径的设想和相应配套措施 ,以便提高财政性资金的使用效益。
Through an analysis of the appropriation of the funds of the Projects of the Natural Forest Resource Reservation,the Conversion of Cropland to the Forest and Grassland,and the “Three North” Protecting Forest Construction,the paper exposes some existing problems in the field and brings forward some new allocation ways of forestry funds and some corresponding measures in accordance with the treasury management reform of the national public finance.The purpose of which is to improve the efficiency of the utilization of the funds from public finance.
