The training work of primary and middle schools during the ninth five-plan in Dalian based on the advanced research, stressed on training improvement, considered post training foundation and added other varieties of emergency training with different levels and fields so that both the rate of training and post laid-on were 100%. The experiences during the ninth five-plan are concluded as follows. First, plans made by science are the prerequisite to cadre training job for primary and middle schools during the ninth five-year plan. Second, the improvement of training quality is the core of cadre training of primary and middle schools during the ninth five-year plan. Third, the emphasis on guiding training work is the guarantee for cadre training work in primary and middle schools during the ninth five-year plan.
