奥运北京的城市经营与管理

City Operation and Management of Olympic Beijing

社会主义市场经济条件下,在城市的发展中,规划是龙头和前提,建设是基础和重点,管理是灵魂和关键,经营是理念和手段。城市经营和城市管理应同时统领着城市的规划和建设过程。目前,北京城市经营的步伐相对滞后,建议以迎奥运为契机,采取以下措施,做好北京的城市经营与管理工作:1)在城市管理中树立正确的城市经营理念;2)完善城市经营机制,尽快制定有关城市经营与管理的总体政策、办法和法规;3)重点做好奥林匹克公园、中关村科技园区、商务中心区、旧城区等重点区域的经营和管理工作;4)在城市经营与管理工作中充分注意细节,处处体现以人为本的"人文奥运"理念。

Under the conditions of the Socialist market economy, planning is the guide and prerequisite, construction is the base and focal point, management is the soul and key, and operation is the concept and means in city's development. City operation and management should guide the process of city's planning and construction. At present, the steps of Beijing's city operation lag relatively. Beijing will hold the 2008 Olympic Games and is taking construction in large scale. It's a good opportunity to improve Beijing's city operation and management. Four suggestions are given here: 1)to build scientific concept of city operation in city management;2)to make proper mechanism, policies, laws, and regulations of city operation and management;3)to well operate and manage some key regions, such as Olympic Park, the Zhongguancun Science and Technology Park, CBD, and the old urban areas;4)to pay more attention to the details of city operation and management and to reflect the perception of 'Human Olympics' everywhere.
