信息化水平的测评研究

The Evaluation of Information Development Level

当前 ,信息化逐步上升成为推动世界经济和社会全面发展的关键因素 ,成为人类进步的新标志。一个国家的信息化程度 ,代表着其社会生产力发展水平 ,也决定着这个国家今后生存与发展的实力和地位。本文研究的目的就是根据国家信息化指标体系 ,提出指标体系的测算方法 ,从而对全国及各省 (区、市 )信息化水平、发展进程、存在的问题进行客观的量化反映与评价。本文将综合评分分析法和神经网络法应用于指标体系中 ,并对两种测算方法的原理、过程进行了详细论述。依据国家 1 997年公布的原始统计数据和国家信息化水平指标体系 ,测算出了全国各地区信息化水平指数 ,而后参考国家经济发展和综合国力的实际情况 ,对两种测算方法的结论进行了比较分析。

Now,informatization has shown itself to become the key factor of promoting the overall development of world economy and a new symbol marking the progress of human society. It is a nation's informatization degree that reflects its productivity level, further more determines the strength and status to survival and development in the world. The purpose of the paper is delay on an index system for evaluation and comparison of informatization development level, and bring forward a method for measurement and calculation of the system. Accordingly, it try to conduct an impersonal represent and evaluation of informatization level, development process and relating issues from nationwide as well as provincial angle. This paper also details two mainstream methods for measurement and calculation. On the groundwork of 1997' original statistic data published, measurement and calculation of informatization level is carried on provincial basis.
