制度悖论—对我国高教系统权力再分配的思考

Institutional Dilemmas--A Study on the Power Division of Higher Education System in China

我国高教系统的集权管理是一贯的。近年来,政府试图通过分权来摆脱高教管理中的某些困境,但效果不佳。原因在于,没有合适的组织载体,分权的结果只是为下一次的收权做准备。本文认为,中介组织是我国高教系统进行分权的有效载体,在此基础上,利用经济学的相关知识,对我国高教系统分权中的"制度悖论"进行了新的解读。

There is a central tradition of higher education management in our country, recently the government wants to smooth away some dilemmas by deregulation, but the effect is not good. The reasons for which is that, there is no suitable organizational institutions. This paper states that buffer organization is an effective organization for deregulation in higher education system, base on which I hold some new idea of institutional dilemmas in this paper.
