论我国实行对外贸易登记制的必要性

On Necessity of Registration System of Foreign Trade in China

计划经济时期遗留下来的广大国内企业的外贸业务由少数进出口公司包办代替的进出口贸易经营许可制,在改革开放向纵深发展的今天,仍在我国继续推行着。它严重影响了市场主体正常对外贸易业务的开展,不符合市场经济和对外开放的要求,不符合我国即将加入的WTO之贸易自由化宗旨和非岐视待遇原则,不利于我国进一步发展对外贸易和增强国家竞争力。

Under the planned economy system, we practised the franchise system of foreign trade which still exists and restricts the development of the foreign trade in our country today. Having adopted the market-oriented economy system and entered the WTO, we should abandon the out-of-date franchise system and adopt the registration system which is universally practised in many other countries.
