图书馆立法的价值取向是一个关系范畴,它主要是对图书馆法的应然性进行探讨。图书馆法的调整对象及其法律规则有自己独特的特点,其价值取向、价值目标既与其他法律部门有共同性的一面,又有特殊性的一面。依据图书馆法内在的规定性,它应具有服务、公益、人的全面发展、平等、效率等基本价值。

The value orientation of library legislation is a category of relation, studying the necessity of library laws. The revised law and its legal rules have characteristics of their own. But their value orientation and value target are similar, and at the same time, different from those in other law departments. As specified in library law, they should bear the basic values of service, welfare, overall personal development, equality and efficiency, etc.
