The Analysis to Selecting the Most Appropriate Procurement System in Construction Project

从GATS关于建筑服务的定义出发 ,对项目采购的概念进行铨释 ,论述国际建筑采购方式的内涵及其在WTO和中国环境下的法律依据 ;对影响建筑项目采购方式选择的因素进行分析 ,提出建筑项目采购方式的最适选择的数学表达形式 ;并对该问题的应用进行简单的讨论 ,指出最适采购方式的选择不是唯一的 ,与不同业主的需求及其一致的项目特征有关 ,改进主观评价的客观性是挑选正确采购方式决策的关键。

This paper expounds the concept of project procurement to start from the definite respect of the construction service in GATS, and discuses some meanings of the international construction procurement method and their some law basis under WTO and China environment. Some influence factors on selecting the construction project procurement method are analyzed, and a complete mathematical formulation with regard to the most appropriate selection method for construction project is suggested. At the end, some brief discussions of the problem's application are get on and point out that it is not unique to select the most appropriate procurement method, which dependent on different clients' needs and projects' characteristics that are consistent with these needs. It is key to improve objectivity with regard to subjective assessment of the correct decision for the project procurement selection.
