电子政府——政府“服务”模式的新取向

E-Government-a New Orientation of the Government Service Providing Mode

信息技术的发展,特别是网络技术的发展正改变着人们几千年来形成的信息传递方式、人际间的沟通方式和社会管理的组织方式,并深刻地影响着社会和政府运作方式。世界各国纷纷构建自己的电子政府,利用信息技术,提高政府的运行效能,使政府的决策建立在及时、准确、可靠的信息基础之上,以便更好地为社会服务。

The development of IT technology, especially the development of the network technology, is altering the thousand-year-old ways of information transmission, of interpersonal communication and of social and administrative organization. This reform is affecting how the society and the government operate. Today different governments are building their e-governments. A-gainst this background, this paper discusses the problems arising in the building of e-govermnent in China and proposes some coun-termeasures.
