行政行为的补正主要针对有瑕疵的程序违法情况 ,用修补的方式将程序不足补充完整 ,而不采用撤销、宣告无效、重新做出行政行为等形式 ,是因为行政程序是行政主体行为的形式 ,包括时间和空间形式 ,在合法与违法之间不可能截然的分割开来 ,会有中性行为存在 ,补正比其他任何方式更适合平衡行政主体和相对人的权利和义务 ,让公共利益和个人利益能有机结合 ,实现行政管理目标的最大化效率。

The mending of administration refers to the situation with procedure of flaw,the adminstration's content is lawful.To take the way of mending improves procedure 's shortcoming,instead of making deletion and informing invalid and doing it again and so on.Because administration procedure is the adminstration manager's action,including time a nd s pace ways.We can't completely divide it into parts between legitimacy and illegi timacy.There is a middle couse.Mending is more suitable than other ways in showi ng a balance of the right and obligation relations between adminstrative agencie s and citizens.It can make public interest and individual interest unite so succ essfull y that the object of adminstrative agencies can produce the most satisfactory an d valuable efficiency.
