This paper decribes how the virtual device driver is devised and developed in the Windows 9x system. The virtual device driver functions in the same kernel level as Win9x operation system (ring0 level). Moreover, it can exchange data with rock bottom hardware of computer? ISA bus duly and punctually . One can utilize VxD to read out the data of I/O interface of ISA bus and store them in a self defining buffer, and then deliver the data to the programme processing data of ring3 for punctual displaying spectrum by mutual communication of ring3 and ring0.
