通过考察政府干预主义和经济自由主义的发展变迁过程,对不同国家不同历史时期的政府与市场的关系进行了讨论,对不同时期政府干预主义和经济自由主义的主要理论观点和政策主张进行了归纳。历史的发展和现实的经验证明,政府干预也好,经济自由也好,不过是同一思想体系在不同发展阶段和不同国情下的不同的外部表现。政府干预不会去破环市场经济这个基本原则,相反,是视这些原则为理所当然的前提;而任何一个经济自由主义者都不会认为所谓自由是可以自动产生、自我维持且不需要政府保护的。

The thesis probes the development and evolution process of governmental interventionism in economy and economic free-marketism,discusses the relationship between the government and market in different historical periods in different countries and sums up the main points and the policy of governmental interventionism in economy and economic freemarketism in different periods.Both the development of history and the practical experience proved that either the intervention of government or the free market economy is the different outer expressions of the same ideological system on different stages of development and in different situations of the country.Governmental intervention does not destroy the basic principles of marketoriented economy.On the contrary,it considers these principles as the natural preconditions.Any person believing economic freemarketism does not think that'pure freedom'can be produced automatically and maintains by itself without governmental protection.
