摘要
研究提出国家绿色预算的新概念,阐述了国家绿色预算的基本内容、在国家预算体制中的地位、作用及其编制的原则。
A new concept,national green budget,is given in this paper.National green budget which can become a component part of national budget is a useful measure to coordinate the relationships among separated green governmental sectors and to conduct integrated and systematic policies on eco-environmental issues.What is more,the items,positions,functions and budgeting methods of national green budget are explored.
