摘要
西部大开发要注重总结历史经验 ,充分认识大开发的必要性 ,科学分析大开发面临的制约因素和有利条件 ,并且要创造性地处理好东部与西部、局部与全局、政府调控与市场机制、生态环境与经济发展 ,速度与效益等多种关系。
In developing the west, we should sum up the historical experience; fully and scientifically recognize the necessity, restriction and favorable conditions of developing, meanwhile, correctly handle the relations between the East and the West, the partial and the overall situation, government controlling and market regulation, ecological environment and economy development, speed and benefits.
