摘要
针对农业发展新阶段及我国加入WTO后的环境条件及农业发展中存在的主要问题,对财政支农政策的变化及其使用空间进行了探讨,提出了今后财政支农退出生产性和竞争性领域后,所转变的目标,即农民增收、环境资源保护、提高农业科技水平、调整农业结构和农村城镇化建设。
Facing the new stage of agricultural development and the environment of our country after entering WTO and also the main problems in agricultural development,the paper makes a study on the change of the financial countrysupporting policy and its applying scope.The paper puts forward that after withdrawing from the productive and competitive area,the changing aim of financial countrysupporting policy is increasing the peasants' income,protecting environmental resources,improving the agricultural science and technical level,adjusting agricultural structure and making the agriculture urbanism.
