对江西主要旅游景区管理体制的比较研究

Comparative Research on the Management System of the Main Scenic Spots in Jiangxi

江西的旅游资源丰富 ,旅游景区不仅数量多 ,规模大 ,而且品位高。文化旅游资源与自然风光旅游资源的有机结合 ,构成了江西独具特色的“一轴带两环”旅游景区格局。如此丰富的旅游资源 ,却没有将江西的旅游产业带动起来 ,深入分析其原因 ,旅游景区管理体制不顺是关键问题。江西现有旅游景区的管理模式 ,有“分而治之”、“市 (县 )直管”、“管理局管理”、“乡镇管理”四种模式。从协调发展、开发保护、经营管理三个角度分析 ,采用市 (县 )管理模式 。

Jiangxi is rich in tourist resources:the scenic spots are not only numerous,broad scale,but also tasteful.The combination of the cultural tourist resources and the natural scenic resources forms its unique pattern of the scenic spots in Jiangxi.In spite of the rich resources,the tourist industry in Jiangxi has developed slowly.According to the analysis,the main problem lies in the management system of the scenic spots.At present,there are four patterns of management.This paper analyzes them from the three angles of coordinative development,exploitative protection and business management.It holds that the best choice is to adopt municipal (county) management pattern and organize tourist business groups at the same time.
