网络文明建设是社会主义精神文明建设的重要组成部分,我们必须从"三个代表"的高度认识网络文明建设,积极研制和开发网络安全技术,建立健全网络法律法规,构建网络伦理规范,加强网络道德教育,努力营造一个健康、文明、有序、安全、具有活力、没有污染的"绿色"网络环境.
The network civilization construction is a vital part of the Epiritual civilization construction. We should view it from the angle of the Theory of three Representatives , research and develop network Safety technology.
