技术引进中的政策导向问题

纵观世界上技术引进卓有成效的国家和地区,无论其制度如何、国情怎样,都十分重视宏观管理,对不同时期的技术引进都实行相应的政策导向。技术引进作为一个开放的大系统,其政策导向的重点应放在发展目标和投向、总量控制、结构控制、协调地区和行业之间关系及组织关系这类全局的重大对外技术引进活动等方面。

Mr. Lin Shengtong, a Senior Economist of the Department of Technology Import-Export, MOFERT, discusses issues of technology import policies. He points out that the policy orientation should be focused on development objective and direction, general quantity and structure controls and coordination of localities and sectors. For Technology import regime, it is suggested that more economic means, such as foreign exchange rate, interest rate and customs tariff, should be employed.
