进一步解放思想 大胆利用外商直接投资——建议对外资企业逐步放开国内市场 拓宽外商投资的行业范围

我国利用外资事业发展迅速,截至1990年底,共吸收外商直接投资191.3亿美元.举办各类企业近3万家。1990年,外商投资企业工业产值达到700多亿元,占全国工业总产值的3.6%,出口78.1亿美元,占全国出口总额的12.6%。1991年外资企业又有了较大幅度发展,外商实际投入43.7亿美元,比上年增长25.2%,出口120亿美元,增幅达54.2%,占全国出口比重也升至16.7%。今后几年我国利用外商直接投资的发展趋势如何?如何因势利导以更多更好地利用外资?这是值得重视的问题。通过对国内、国外相关因素的分析,我们对今后几年利用外商投资的基本态势可有大体的预测。

Ma Yu writes up that the production of foreign invested enterprises will grow several times faster above the national average level in coming years. It is expected that aggregated output value of foreign investment enterprises will take 8% of national industrial ouptput and a quarter of total exports in 1995. It is suggested the domestic market be gradually opened wider for foreign investers and the industrial scope of investment be expanded in order to draw more foreign direct investment with greater efficiency.
