论我国出口企业集团的组建和发展

On the Formation and Development of China's Export Enterprise Groups

出口企业集团是跨行业、部门、地区和所有制的经济综合体,它可更快、更有效的增强对外竞争力。我国出口企业集团还处于开创阶段,受体制束缚,亟待完善,完善的关键在妥善处理权力与利益的再分配:政企严格分开,集团拥有充分自主权,所有权与经营权分离,国家对集团的财产掌握所有权,集团具有经营权。股份制是集团较适宜的产权形式,可用股权来置换地方政府对原企业的经营管理权。突破“三不变”的障碍,国家对集团实行倾斜政策,提高集团对内对外投资和设置机构的权限。

The export enterprise group is an economic body integrating many professions, departments, districts, and different ownership. It can compete with foreign enterprises more effectively.The export enterprise groups of our country are still in the initial period. They are fettered by the system and remain to be improved.The crux of their improvement is to properly handle the problem of the redistribution of rights and profits: Government organizations should be strictly separated from enterprises, with the group having the right of self-decision; the right of ownership should be separated from the right of management. While the country has the ownership to the property of the group, the group has the right of management. Since the 'stock system' is a form of property right fitting for the groups, the management right of the local government over the original enterprises should be replaced by stock rights. Meanwhile the country should implement a preferential policy for the groups and give more rights to the groups to determine their own form of organization and to invest both in and out of the country.
