在改革开放初期,把高外销率作为选择外商投资企业的标准,以期保持外汇收支平衡的做法无疑是正确的。但是片面强调高外销,使我们的技术水平裹足不前,也使我们与许多大中型外资企业失之交臂,一定程度上偏离了利用外资的初衷。外销率高低已不是个数量问题或技术性问题,而是涉及到我们如何实现利用外资目标,加快经济发展的重大决策问题。

At the time when we first began to reform and open to the outside world, taking the high rate export as a standard in choosing foreign investment enterprises in order to maintain a balance receipt and payments in foreign exchange is undoubtedly right. But putting undue emphasis on high rate export will hinder the progress of technology and miss the opportunity to get contact with many large and medium sized foreign enterprises. Thus has in some degrees drifted away from our original ideas in absorbing foreign capital. The problem of high rate export is not only one of quantity or technology, but one of major matters of decision-making in how to. reach the target of utilizing foreign capital to quicken up the development of the economy of Guangdong province.
