新时代应立足我国相对要素禀赋优势逐渐升级的大趋势,坚定不移发挥好市场在全球资源配置中的决定性作用,更好发挥政府作用,逐步缩小我国对外开放中规模影响力与制度影响力、参与全球经贸合作程度与参与层次、东部地区和中西部地区所存在的"三大落差",加快拓展与发展中经济体的经贸合作,积极探索参与全球价值链分工的新方式和新模式,加快构建多元平衡、安全高效的全面开放体系,以制度型开放为抓手发展更高层次开放型经济,推动开放朝着优化结构、拓展深度、提高效益方向转变。

In the new era,we should base on the general trend of gradual upgrading of China’s relative factor endowment advantages,firmly play the decisive role of the market in global resource allocation,better play the role of the government,gradually reduce the three largest drops in China’s opening up including scale influence and institutional influence,cooperation degree and participation level when participate in the global economic,eastern,central and Western regions.We should accelerate economic and trade cooperation with developing economies,actively explore new ways and modes of participating in the division of labor in the global value chain,accelerate the construction of a multi-dimensional,balanced,safe and efficient comprehensive open system,develop a higher-level open economy with institutional openness as the grasp,and promote the transformation of openness towards optimizing structure,expanding depth and improving efficiency.
