论我国海外经贸园区高质量发展

On the High-Level Opening Economy of China's Overseas Economic and Trade Cooperation Zones

海外经贸园区是中国高水平开放经济发展的重要组成部分和重要的政策工具之一,对促进中国企业实施"走出去"战略和推进中国资本"国际化"产生了深刻的影响。尽管海外经贸园区呈现高增长态势,但阶段性问题和可持续发展的困惑也亟待破解。应从加强园区的战略制定与统筹规划、搭建健全的投融资支撑体系、夯实海外园区建设基础、注重企业合规经营并承担社会责任等方面着手,推进海外经贸园区高质量发展。

The overseas economic and trade cooperation zones are a critical part of China’s high-level opening economic development and one of the important policy tools,which have been having a profound impact on promoting the'going global'strategy of Chinese enterprises and the'internationalization'of Chinese capital.Of course,although the overseas zones have shown a high growth trend,there are many difficulties with the stage problems and sustainable development,which need to be solved.We should promote the high-quality development of overseas economic and trade Cooperation Zones from the aspects of strengthening the strategic formulation and overall planning of the zone,establishing a sound investment and financing support system,laying a solid foundation for overseas zone construction,focusing on corporate compliance management and social responsibility.
