摘要
本文采用实证研究、比较分析等方法,从PPP立法、管理机制、投融资体系建设等角度,分析了中国PPP投融资体制存在的问题与不足;在总结梳理欧美国家在PPP立法、管理机制和投融资体系建设的经验的基础上,结合中国的具体实际,提出了完善PPP立法、建立统一规范的PPP管理机制、多措并举推动PPP发展的建议。
From such perspectives as PPP legislation,management mechanism,and investment and financing system building,this paper uses empirical research,comparative analysis and other analysis methods to analyze the problems and weaknesses that exist in Chinas PPP(Public-Private Partnership)investment and financing system.On the basis of legislative experience that European and American countries have obtained in PPP legislation,management mechanism and investment and financing system building,and considering the reality of China,it proposes the suggestions of improving PPP legislation,establishing a unified PPP management mechanism,and taking multiple measures to advance PPP development.
