Comparative Analysis of S&T Innovative Behaviors in Shanghai

中国经济进入"新常态",经济增长必须由要素驱动向技术驱动转型。本文重点选取了上海、北京、深圳三个全国科技创新典型城市,将上海与北京、深圳进行了对标分析,深度剖析了各自发展的成效和经验,在比较分析的基础上剖析了上海存在的不足,为上海进一步转变政府职能,明确政府在推进科技创新中所应发挥的作用提出了对策建议。

China must shift from factor-driven to technology-driven economic growth as required by the new normal.On the one hand,as far as market system construction is concerned,the government shall consider exiting from areas where the market plays its role;on the other hand,the government needs to play its due role in guiding technological innovation and create favorable institutional guarantees for popular entrepreneurship and innovation.This paper looks at the three typical Chinese cities of technological innovation:Shanghai,Beijing and Shenzhen,then conducts a benchmarking analysis of the three with focus on Shanghai,probes into their respective achievements and experience,analyzes Shanghai's problems based on comparative analysis,and proposes countermeasures for Shanghai to further transform its government functions and specify the government role in driving technological innovation.
