开发性金融具有强大的生命力和广泛的适用性。面对新形势,开发性金融展现新担当和新作为,积极促进稳增长、支持"一带一路"和新型城镇化建设,在重点领域、薄弱环节和关键时期发挥重要战略作用。本文还就尽快推动开发性金融立法、建立稳定的资本补充机制和风险补偿机制、进一步加大针对资金来源的政策支持力度、进一步丰富开发性金融产品、建立差异化监管和绩效评价体系以及妥善处理开发性金融与商业性金融、政策性金融的关系,提出了相关政策建议。

Development-oriented finance has strong vitality and high applicability.Under the new situation,development-oriented finance will play an important strategic role in maintaining steady growth,supporting the initiative of'One Belt and One Road'and carrying out the new-type urbanization in key areas,weak part and critical periods.This paper also makes policy recommendations on promoting lawmaking related to development-oriented finance,establishing stable mechanisms for capital complement and risk compensation,further supplementing fund sources,further enriching the products of developmentoriented finance,setting up a system for differentiated supervision and performance evaluation as well as striking a balance between development-oriented finance,commercial finance and policy-based finance.
