摘要
在全面深化改革的大背景下,新《中华人民共和国预算法》等财政新规的出台在规范地方政府负债行为的同时,也给国家开发银行(以下简称开行)与政府的传统合作模式带来了重大挑战。本文围绕投融资模式创新,提出了开行以政府与社会资本合作模式为主体,以政府采购模式与支持地方政府发债为两翼,加快实施银政合作领域"一体两翼"发展战略的基本设想及工作思路。
Against the background of comprehensively deepening the reform,the new Budget Law and the State Council's Opinions on Strengthening Local Government Debt Management(G.F.[2014]No.43)have been issued to regulate local government debts,but also brought challenges to the traditional mode of cooperation between CDB and the government.Centering on innovations in the investment and financing mode,this paper proposes the basic concept and approaches to facilitate the'one main body and two wings'(with the PPP mode as the main body and the government purchase mode and the support for bond issuance of local governments as the two wings)in the bank-government cooperation sector.
