摘要
包头市北梁棚户区是全国最大的集中连片城市棚户区,改造难度大,成为困扰包头市新型城镇化发展多年的顽疾。国家开发银行将规划先行理念与业务创新紧密结合,以构建新型多元化、可持续投融资模式为目标,以融资规划为抓手,整合政府与市场资源,做强市场化融资主体,提出"购买、建设双管齐下,软硬、债贷协同联动"的创新融资模式,激活了政府信用,破解了困扰北梁棚户区改造多年的难题,探索了以市场化方式破解民生难题的新途径,有力促进了包头市新型城镇化建设的实施。
As China's largest contiguous rundown urban areas,Baotou Beiliang rundown urban area is a difficult and complicated problem that has been hindering the new-type urbanization of the city due to its great difficulties in rebuilding.China Development Bank closely integrates its concept of'Planning First and Business Innovation',targets at establishing a mechanism for new-type,diversified and sustainable investment and financing,starts from financing planning,integrates government and market resources,strengthens the market-based financing participants,puts forward the innovative financing mode of'taking both measures for purchasing and construction and making concerted efforts for coordination between talents and actual conditions as well as debt and loan',thereby raising the government credit and solving the problems that hinder the rebuilding of rundown urban areas for many years.In addition,CDB explores new ways to solve problems of people's livelihood through market-based operations and thereby boosting the new-type urbanization in Baotou.
