摘要
本文是作者在国家开发银行(以下简称开行)"三严三实"专题教育活动中形成的一篇理论学习报告。文章总结了习近平总书记在《摆脱贫困》一书中提出的"弱鸟先飞"、"滴水穿石"、农业综合开发、双向开发、壮大集体经济、发挥农村党组织的核心作用等扶贫开发的理念、观点和方法,梳理了近年来开行推进扶贫开发的主要实践,提出了做好"十三五"扶贫开发工作的相关思路。
This paper is a theory learning report for a'three stricts and three steadies'education session of China Development Bank(CDB),which summarizes the concepts,ideas and methods for poverty alleviation through development as proposed by Xi Jinping in Out of Poverty,such as'a weak bird starts early','water drops penetrate rock',comprehensive agricultural development,two-directional development,empowering collective economy,and giving play to the central role of rural Party organizations,etc.It also presents the CDB's practical efforts in poverty alleviation through development over the past years and proposes ideas for poverty alleviation through development in the 13 th Five-year Plan period.
