摘要
农村土地流转是我国未来一段时期解决"三农"问题、统筹城乡发展的主要突破口之一。然而由于体制机制的种种限制,农村土地承包经营权流转、农村集体建设用地使用权流转依然处于探索阶段。在此背景下,本文在明晰农村土地流转的内涵和需求的基础上,分析了开发性金融支持农村土地流转的相适性,进而结合当前开发性金融支撑土地流转的实践案例,提出了相关政策建议。
Rural land transfer is one of the major breakthrough points to solve the'rural,agriculture and farmers'problems and coordinate overall urban-rural development in near future.With the constraints in systems and mechanisms,the reality of transfer of contracted rural land-use rights and rural collective construction land using rights is still at the exploratory stage.In that case,this article analyzes if the development-oriented finance can support the rural land transfer suitably on the base of clarifying the content and demand of the latter.Then this article introduces some practical cases of this kind of support to give related policy-making advice.
