Research on the Role of Development-Oriented Finance in Supporting State-level New Development Areas

本文通过对国家级新区发展的理论基础、发展现状、存在问题、发展机遇和发展路径的研究,探索国家开发银行(以下简称开行)新定位下,开发性金融发挥先锋先导作用、服务国家战略、融资支持国家级新区发展的实施路径、方式、模式等,为在新形势下更好地发挥国家级新区的增长极作用,带动经济增长,激发新区活力,赋予新区新的使命,实现我国经济发展方式转变、区域协调发展、产业转型升级和促进优势产能输出,主动融入国家"一带一路"战略作出积极贡献。

Through research on the theoretical basis,development status,problems,development opportunity and development path of the state-level new development areas,this article explores,under the new positioning of China Development Bank(CDB),the pioneering and leading role of developmentoriented finance in serving national strategy and financing state-level new development areas through varied ways,patterns and modes.Development-oriented finance has made great contribution to state-level new development areas'role as the'growth pole'in new circumstances,to spurring the economic growth,as well as to stimulating vigor in new development areas and giving them new tasks.Meanwhile,it also has played a positive role in promoting the change of the growth model,balanced development between regions,industrial transformation and upgrading,and advantaged capacity output,as well as facilitating the Belt and Road Initiative.
