论国家“一带一路”战略与开行的责任担当

On China Development Bank(CDB)'s Responsibility in the “One Belt and One Road” Initiative

经过十年"走出去"业务的发展,国家开发银行(以下简称开行)已成为中国最大的对外投融资银行,是我国参与国际合作的重要力量。随着我国提出的"一带一路"战略的深入推进,亚投行、丝路基金等对外投融资机构的设立及商业银行海外机构的快速扩张,国开行应在"一带一路"战略中,凸显责任担当,明晰国际合作业务战略定位,继续探索开发性金融方式,以中国"大公司"战略构筑合作平台,打通国际业务发展瓶颈,实现国家战略,体现国家意旨。

After ten-year development of its 'go-abroad'business,the China Development Bank(CDB)has become China's largest foreign investment and financing bank as well as an important force in China's participation in international cooperation.With the further promotion of China's'One Belt and One Road'Initiative,the establishment of foreign investment and financing institutions such as Asian Infrastructure Investment Bank(AIIB)and the Silk Road Fund,as well as the rapid expansion of overseas branches of commercial banks,the CDB should assume its responsibility in the'One Belt and One Road'Initiative,identify the strategic positioning of international business cooperation and continue to explore the modes of development-oriented finance.Based on China's'large-scale enterprise'strategy,the CDB should build a platform for cooperation and eliminate the bottlenecks in the international business development so as to realize the national strategies and reflect the national will.
