论开发性金融推进公共领域供给侧改革的对策

On Countermeasures for Development-oriented Finance to Propel Supply-side

公共领域的供给侧改革是破解当前困局,推进公共服务增量提质的必要途径。本文结合供给周期理论阐述了供给侧改革的渊源及内涵,借鉴国外改革经验对我国供给侧改革的特征和公共领域供给侧现状及问题进行了剖析。在此基础上,本文认为开发性金融推进公共领域供给侧改革应从供给端入手,推进PPP模式的实施落地,同时根据公共领域现有需求特征创新金融模式,盘活政府存量资产,并通过防范政府融资风险为改革营造良好的外部环境。

The supply-side reform of public sector is indispensable for breaking through the current predicament and improving the quantity and quality of public services.Based on Theory of Supply Cycle,this paper expounds origin and connotation of supply-side reform,and analyzes the characteristics of China's supply-side reform,current situations and problems of supply-side reform of public sector with foreign experience as a reference.On this basis,this paper argues that breakthrough should be made on supply side for development-oriented finance to propel supply-side reform of public sector,and implementation of PPP should be accelerated.At the same time,it is necessary to innovate financial modes according to the existing demand characteristics of public sector,revitalize the government stock assets,guard against the government financing risk,and provide favorable external environment for the reform.
