关于开发银行助力“一带一路”建设的几点思考

Recommendations for Driving One Belt One Road Construction through Development Financing

本课题组论证了"一带一路"对国家开发银行(以下简称开发银行)发展和实现中国梦的现实意义,分析论述了开发银行助力"一带一路"面临的挑战和问题,以及开发银行助力"一带一路"的规律性认识。为助力"一带一路"建设,本课题组提出了路径建议:依托关键连接点,做好国别规划引领构造项目,从基础设施建设融资入手,联动轻资产行业项目,服务沿线国家经济建设,带动国内供给侧结构性改革。

This research demonstrates the practical meaning of the One Belt One Road Initiative for promoting development financing and realizing the Chinese Dream.Based on a case study of the China Development Bank(CDB),the article analyzes challenges and problems confronting the CDB in facilitating the One Belt One Road Initiative,and describes researchers'understanding about principles of using CDB's financial support for the Initiative.To facilitate the implementation of the Initiative,the article proposes to select projects based on well-informed country-specific plans,proceed from financing for infrastructure construction,and coordinate projects in asset-light industries,so as to facilitate economic development of countries along the Belt and the Road and press ahead with the domestic supply-side reform at the same time.
