新形势下农村土地流转的实证分析

An Empirical Analysis on Rural Land Transfer under the New Situation

在简政放权大背景下,中央一号文件连续十四次聚焦"三农",土地问题作为农民最关心的问题受到了党和国家的高度关注。土地确权作为农村产权制度改革的突破口具有深刻的经济社会意义。通过土地确权这种方式,农民拥有了土地,但是土地流转的激励措施是否会促进农民有效保护自己的产权、高效地利用土地,仍然是亟待解决的问题。为此,我们进行了实证分析,用数据和模型考察了土地确权为农民带来的好处。此外,本文总结了土地确权与简政放权政策实施之间相互促进的紧密关系,及外国为我国土地流转在各方面提供的丰富经验。在此基础上,本文针对新形势下如何进一步完善土地流转确权提出了几点政策建议。

In the context of streamlining administration and delegating more power to lower levels,the No.1document from the central government has been focusing on the three agriculture-related issues 14 times in a row.The land issue,which concerns farmers the most,has received great attention from the party and the government.Determination of land ownership,as a breakthrough in the reform of rural property rights system,has a profound economic and social significance.Through determination of land ownership,farmers have land,but whether the incentive for land transfer can promote farmers to effectively protect their property rights and to efficiently use their land is still an urgent problem to be solved.To this end,an empirical analysis is conducted through using data and models to explore the benefits of determination of land ownership for farmers.In addition,this paper summarizes the close and mutually promoted relationship between determination of land ownership and implementation of streamline administration and delegating more power to lower levels policy,as well as rich foreign experience on land transfer in all aspects.On this basis,this article provides several policy suggestions on how to further improve land transfer and ownership determination in the new situation.
