亚洲能源一体化“一带一路”能源互联互通的前景探析 被引量:3

摘要 基础设施互联互通是"一带一路"建设的优先领域,其中能源基础设施互联互通是支柱之一。随着世界能源消费重心向亚洲转移,亚洲正进入"区域一体化"的发展大趋势,以区域能源一体化实现地区能源共同安全是适应世界发展趋势的道路。在"一带一路"的战略框架和规划愿景下,亚洲能源互联互通建设正在开启,构建地区能源一体化的条件也日趋成熟,亚洲能源一体化(Asian Energy Integration,AEI)将有利于推动不同国家和地区深入合作,从根基上夯实亚洲命运共同体。AEI成为"一路一带"战略实施的重要着力点,有望成为解决当前亚洲能源安全一条出路,还将为亚洲未来的可持续安全、包容合作和共同繁荣带来更多的正效应。本文系统提出了"亚洲能源一体化"的初步理论框架。 Facilities connectivity is a priority area for implementing the Initiative,among which energy infrastructure is one of the pillars.As the consumption center of world energy shifts to Asia,Asia has seized the opportunity to follow the development trend of'regional integration'.Taking advantage of regional energy integration to realize common security is an approach that is adapted to the development tendency of the world.Under the'Belt and Road'strategic framework and planning vision,Asian energy connectivity construction has been launched and conditions for regional energy integration are becoming matured.'Asian Energy Integration'(AEI)will be a strong force in deepening cooperation among regional countries and laying a solid foundation for Asian community with a shared future.AEI has become an important focus for the implementation of'Belt and Road'strategy and is expected to help realize current Asian energy security.It will bring more benefits for future sustainable security,inclusive cooperation and common prosperity for Asia.This paper proposes an initial theoretic framework of'Asian Energy Integration'.
