摘要
绿色"一带一路"与开发性金融的理念和实践相辅相成。中国政府相关部门、金融机构和企业等积极参与绿色"一带一路"建设,而"一带一路"沿线国家因生态环境脆弱、重点行业开发环境影响明显、环境社会管理制度需健全和环境社会问题交织等原因,需要绿色保障。开发性金融支持绿色"一带一路"建设,应秉持长期立体式开发理念,探索沿线国家环境社会标准对接,协助沿线国家完善制度建设,协调多元主体合作参与绿色"一带一路"建设。
The idea and practice of Green 'Belt and Road'and development finance supplement each other.Though the relevant departments of Chinese government,financial institutions and companies participate in green'Belt and Road'Initiative,green guarantee is still required by countries along the'Belt and Road'route due to the vulnerable eco-environment,tremendous influence of key industries,defective environmental and social management systems as well as environment and social problems in countries along the route.In order to support the green 'Belt and Road'Initiative,we should take an approach of vertical development in a long-term way,study on adaptation of environmental standards to that of countries along the route,help improve systematic construction of countries along the route and coordinate diversified entities to cooperate in the green'Belt and Road'Initiative.
