关于医疗卫生领域PPP应用的研究思考

Research and Reflection on the Application of PPP in the Medical and Health Sector

公私协作或公私合作伙伴关系(PPP模式)被广泛应用于我国医疗卫生等多个领域,并取得了阶段性成果,PPP模式有助于实现医疗卫生领域的政府主导与市场机制的有机结合,解决医疗卫生领域面临的结构性问题。本文的目的是通过研究医疗卫生领域PPP应用现状及案例,总结该领域PPP模式应用存在的问题,提出适合我国国情的医疗卫生领域PPP应用对策建议,并从开发性金融实践角度出发,探索国家开发银行支持医疗卫生建设的融资模式。

Public-private collaboration or public-private partnership(PPP)has been widely used in many fields including medical and health services in China,with initial results achieved.The PPP model helps to achieve an organic combination of government leadership and market mechanism in the medical and health field and solve the structural problems.This paper is to study the current status and case of PPP application in the medical and health field,summarize problems in the application,and propose countermeasures and suggestions based on China's national conditions.And from the perspective of developmental financial practice,it explores the financing model of CDB supporting the development of medical and health services.
