乡村振兴投融资机制和模式探索——基于国家开发银行在湖北省江汉平原乡村振兴的投融资实践

Exploration on Investment and Financing Mechanism and Mode of Rural Revitalization ——Based on the Investment and Financing Practice of China Development Bank in Rural Revitalization of Jianghan Plain, Hubei Province

本文基于国家开发银行在湖北省江汉平原乡村振兴示范区建设中的实践,分析了湖北省乡村振兴投融资的现状,指出乡村振兴战略的提出将促使农村中长期投融资供需矛盾进一步凸显,并从提升项目市场化投融资可获得性的角度出发,围绕项目现金流夯实、投融资主体培育和财政性资金与市场化投融资的联动三个方面提出了乡村振兴投融资机制建设的'三个基石',并在此基础上提出了投融资模式创新的初步思路。

This paper is based on financing practice of China Development Bank at Jianghan Plain Rural Revitalization Demonstration Plot in Hubei Province.It analyses the current situation about investment and financing of rural revitalization in Hubei Province,points out that the rural revitalization strategy will intensify the contradiction between supply and demand of fund in rural area.From the perspective of improving the investment and financing marketization degree and availability,the paper suggests three cornerstones of investment and financing mechanism for rural revitalization strategy,such as cash flow supplement of project,investing and financing body cultivation,and the linkage mechanism design between fiscal fund and the marketization operation.On this basis,it puts forward initial ideas of investment and financing mode innovation.
