NEW ISSUES IN READJUSTMENT OF NUCLEAR STRATEGIES AND NUCLEAR DISARMAMENT

两极格局彻底瓦解后,世界核战略环境出现了巨大变化.表现在:美苏核对抗基本结束;核裁军加快;核计划放慢以及核扩散加剧.各核国家依据对各自安全形势和国际地位的看法,加紧调整自己的核战略.在核裁军领域出现了几个值得重视的新问题,即单方面核裁军,多边核关系,核禁试等问题;但当务之急还是防止核扩散问题.

With the breakup of the bipolar world, the international environment for nu-clear strategy has changed greatly. This change is manifested in the following aspects: the US-Soviet nuclear confrontation has by and large come to an end; the process of nuclear disarmament is speeding up; nuclear weapons programs are slowing down and nuclear proliferation is going on unchecked. All nuclear weapon states are stepping up efforts to readjust their nuclear strategies in light of their own security environment and international status as they perceive. In the field of nuclear disarmament, there have appeared some new problems that merit attention, namely, unilateral nuclear disarmament, multilateral relations between nuclear states, nuclear test ban, etc. Currently, however,the immediate pressing concern is to prevent nuclear proliferation.
