摘要
总供给等于总需求并不是现实社会经济的最佳状态 ,市场经济是竞争经济 ,只有一定程度的供大于求才能引发竞争 ,医疗卫生服务也是如此。而区域卫生规划在量上表现为总供给等于总需求 ,这就与竞争的要求相矛盾。在当前医疗卫生服务领域竞争态势还未完全形成的情况下 ,区域卫生规划应该服务和服从于培育竞争环境这个大目标。这不仅对资源相对不足的地区应该允许增量资源加入 ,即使在卫生资源相对过剩的地方也应该允许增量资源进入 ,切不可把区域卫生规划作为垄断的借口、资源进入的壁垒。
It was not optimal general supplies equal to general demands in real economy. In market economy, the competition, including health services competition, based on the supplies beyond the demands. However, regional health planning required general supplies equal to general, which was contradiction with medical industry competition. Since competition in medical services industry has not come into being now, regional health planning should serve the goal of fostering competition circumstances. The resources increments should be allowed to enter the areas with not only insufficient health resources but also overmuch health resources. Regional health planning should not become the peg of monopolization and the barricade of competition.
