近年来,美国政府对华为和中兴开展了一系列调查,这些调查回溯到2012年,早在一份有关国家安全的报告中已有端倪。因此,重读这份报告,审视调查的复杂背景,厘清调查的来龙去脉,把握调查的醉翁之意,预判未来的调查动向,有助于从国家层面应对国家安全调查,防范知识产权风险,维护企业和国家的合法权益。

In recent years, the U.S. government has launched a series of investigations into Huawei and ZTE, which dated back to 2012 where there was a well-documented report on national security. Therefore, by re-reading the report,examining the complex background of the investigation, clarifying the origin and development of the investigation,grasping the meaning of the investigation and predicting the future trend of the investigation will definitely help to deal with the national security investigation at the national level, guard against intellectual property risks, and safeguard the legitimate rights and interests of both enterprises and countries.
