丹麦家庭医生制度及其对我国的启示

General Practitioner System in Denmark and its Enlightenment

家庭医生制度建设是关乎民生健康的重要问题。我国家庭医生制度建设尚处起步阶段,面临着政策漏洞、法律真空、人才匮乏、管理评估滞后等诸多难题。本文通过对丹麦家庭医生制度的文献研究和实地调研,聚焦其制度设计、资金结构、签约流程及团队建设,剖析家庭医生制度实践中成熟的'丹麦模式';并结合我国家庭医生制度建设现状,从制度法规建设、优质人才队伍建设、管理评估机制建设及医疗信息共享平台建设等四个维度提出建议,以推动我国式家庭医生制度的建设发展。

The construction of General Practitioner system is one of the crucial issues concerning people’s livelihood and health development.GP system in China is still in its initial stage,which encounters with considerable challenges,such as policy loopholes,legal vacuum,talent shortage and the management lag.Through literature research and field research within this research area of GP system in Denmark,this paper focuses on its system design,funding structure,process of signing a GP and the structure of working team,to gain a full picture of'Danish model'of GP system.Then,based on the current situation of the construction of Chinese GP system,this paper put forwards suggestions from four dimensions,including the construction of regulations and laws,professional teams,management and evaluation mechanism as well as medical information shared platform,in order to promote the construction of GP system in China.
