摘要
基础教育领域政府与社会资本的合作广度与深度正在不断拓展。以政府与社资本会合作(PPP)模式为典型的合作模式创新为基础教育的发展提供了良好的助力。合理的运作模式选择是PPP项目成功实施的关键。本研究在分析PPP类型及其特征的基础上,提出了基础教育领域PPP项目运作模式选择方法,并对典型案例进行了模式选择。研究有助于引导社会资本参与基础教育发展,提高基础教育服务供给效率与供给质量。
The breadth and depth of cooperation between government and social capital in the field of basic education is expanding.PPP model,as an innovation cooperation model,performs well as a good boost for the development of basic education.And reasonable selection of operation mode is the key to the successful implementation of the PPP project.Based on the analysis of PPP types and their characteristics,this study proposes a PPP project operation mode selection method in the basic education field,and make a case study using the proposed method.It can help guide social capital to participate in the development of basic education and improve the efficiency and supply quality of basic education services.
