According to th e theory of economics and the real condition of our country , the government choice in the supply of the rural public products is an strategic issue to construct the public service government. The article starts from the general equilibrium theory of the public products and constructs a theory frame of the government with a view to the background from the economic constructing to the public servicing. It also demon-strates the leading role of the government , the priority order of all levels of government and drawing the third party into the supply of the public products with the market economy mechanism.
