中西部高校联盟运行障碍与对策探究

中西部高校联盟提高了成员高校核心竞争力,提升了中西部高等教育水平。但是在联盟协作初期,由于联盟成员实力水平不高,动力不足;合作深度、广度不足;组织结构简单,运行机制不健全;政府干预过度,缺乏自主性等问题,使得运行中存在着较大障碍。为此,提出做好角色转换,注重修炼"内功";完善组织结构,健全高效运行机制;加强合作交流,营造良好的外部环境;追求特色理念,建设优势特色学科等针对性对策。

Alliance Midwest colleges and universities to improve the core competitiveness of member universities to enhance the higher education level of the Midwest. But in the early alliance collaboration, members of the league since the strength level is not high, lack of motivation;the depth of cooperation, lack of breadth;simple structure, operation mechanism is not perfect;excessive government intervention, lack of autonomy and other issues, so there is a greater obstacle to the operation. This paper presents good role change, focusing on practice"internal strength";improve the organizational structure, improve the efficient operation of the mechanism;strengthen cooperation and exchange, to create a favorable external environment;the pursuit of characteristic philosophy, discipline and other characteristics of the construction of the advantages of targeted countermeasures.
