联合国维和部队联络官应具备的三种能力

Three Abilities Required for Liaison Officer of UN Peacekeeping Forces

联合国维和部队联络官(以下简称联络官)是维和部队的重要职位之一,负责维和部队与上级机关、各友邻部队和当地政府及民众的沟通与联系。联络官作为维和部队与外界沟通的重要桥梁和纽带,作用发挥好,就可以起到很好的沟通作用,为维和部队创造一个良好和谐的外部环境,为各项任务完成提供保障。本文通过笔者在利比里亚维和部队担任联络官的工作实践,总结了联络官应该具备能"武"、能"文"和能"外交"的三种能力,希望对相关人员有所启示。

The Liaison Officer of UN Peacekeeping Forces (hereafter referred to as Liaison Officer), which is one of the most important positions in the UN Peacekeeping Forces, is responsible for communications and contacts between UN Peacekee-ping Forces and its leading organs, friendly neighbouring forces, local government and people. As an important linking bridge, the Liaison Officer would play a good role of communications, create a sound external environment and thus provide a guar-antee for all tasks for UN Peacekeeping Forces. The paper summarizes the three abilities required of Liaison Officer, namely Militarily skillful, knowlegable and diplomatically abled with an aim to give inspiration for related people.
