目前,我国正处在改革的攻坚期和深水区,伴随着市场化、城市化的推进以及社会利益格局的分化和多元利益主体的形成,公民参与公共事务的愿望也愈加强烈,在地方政府治理的各个领域、各个层次都有公民参与的身影,但是,公民参与的现状究竟如何是研究地方治理中公民参与问题必须回答的现实问题。
