摘要
科研作为高校实力和水平的标志,其评价机制事关学校科技资源的优化配置,关系到科技工作的可持续发展,对于高校科研水平的提高有着十分重要的意义,也是科研管理部门进行有效管理的重要手段,它具有导向、诊断、督促、激励等多种功能,其中导向功能尤其重要。目前广泛采用的科研绩效考核方法存在不足之处,需要不断探索完善。建议考核方法要与目标一致,构建宽松和谐的学术环境、强化目标导向,实行分类考核和弹性考核周期等。

It is suggested that the assessment method should be consistent with the goal, and construct a loose and harmonious academic environment, strengthen the goal orientation, carry out classification assessment and flexible assessment cycle, etc..
